You may see this error when attempting to list a product to eBay. You may see the error for two reasons:
1) There may be a restriction placed on your eBay account.
2) The listing may contain something that violates an eBay rule or policy.
eBay may have placed some restrictions on your account that may prevent you from listing. If this is the case, you will have received a message from eBay inside your eBay account explaining what the restriction is and what to do in order to have it lifted. This restrictions may also only be placed on certain product types or categories and will be lifted once you have provided certain information.

Listing Policy Violations
The information submitted to eBay will be checked to ensure that it complies with the rules and policies that they specify. The item will not be listed if eBay feel you have broken their rules on illegal/banned products, profanity, fee avoidance, etc.
It can sometimes be very difficult to pinpoint exactly what in your listing is causing the error as eBay do not provide a reason as to why the message has been shown on a per listings basis. However, in order to understand exactly what eBay would consider a breach of their polices, it may be worth familiarising yourself with eBays overview on rules for listings as well as any differences when listing in other countries. eBay also regularly change their rules and polices so it would also be worth regularly checking eBay for any updates.
